S. Congress in 1969 to pass a reform bill. It restructured foundations by establishing a two percent annual excise tax on their investment income and required them to spend all their income for their founding purposes. Limitations were also imposed on foundation ownership of businesses and on their political activity. S. foundations range from the Ford Foundation, with assets of about $5 billion, to thousands of smaller entities. As is the case with corporate America, wealth is concentrated at the top: about a quarter of all the assets of American foundations are held by the eleven largest: Carnegie, Ford, Getty, Johnson, Kellogg, Kresge, Lilly, MacArthur, Mellon, Pew, and Rockefeller.
