132 Before commencing these trials, however, the chief of the Bureau of Navigation wanted to obtain the legal rights to Very’s improved signal pistol. 133 Very was willing to negotiate with the Navy Department, and in early July the two parties came to terms. 134 32 Information at Sea Just two weeks after Very and the Navy Department ﬁnalized this agreement, the Bureau of Navigation issued revised signaling instructions to the ﬂeet. 136 Overwhelmingly, the ofﬁcers performing these trials reported that Very’s signals were superior to Coston’s.
The ofﬁcial signal book contained thousands of numeric codes, only a few hundred of which were for tactical maneuvers. By placing all tactical signals in a separate manual, the likelihood of errors was reduced. Regrettably, no copy of this tactical signal book is known to have survived, so details about it are sparse. S. ”61 The most distinguished expert to appear before the board was Captain Foxhall A. Parker. A Virginia native, Parker was born in 1821 and grew up in a naval family. He entered the navy as a midshipman in 1837 and served in a variety of billets over the next two decades.
86 By the end of the week, however, both ofﬁcers noted considerable progress in the assembled ships’ ability to function as a coordinated body. ”87 This progress permitted Case and Parker to schedule more complex maneuvers during the third and fourth weeks of the exercises. By and large, the ﬂeet executed these maneuvers with precision and skill. 88 Despite continuing materiel problems, which actually resulted in cancellation of two additional weeks of tactical maneuvers, Case and Parker were pleased with the way their ships had come together as a ﬁghting force.
